NMC Released New Guidelines for Foreign Medical Graduates

Replacing the earlier Public Notice dated 22.11.2023, the NMC issued a notification on December 07, 2023, following the National Medical Commission meeting on 30.11.2023 that tackled challenges faced by Foreign Medical Graduates (FMGs). The principal highlights are:
1. Challenges Concerning FMGs From Ukraine:
- FMGs whose final or penultimate year was interrupted by the war or COVID can finish their studies via online learning.
- They are required to complete a mandatory one-year clinical clerkship within India.
- Medical colleges in India are permitted to levy a maximum clerkship charge of Rs. 5000/-PM from these FMGs.
- Once clerkships are finished, they are eligible to commence CRMI along with stipends and move forward to their internship.
- FMGs currently completing their internships may carry on until their two years are finished prior to receiving permanent registration from the State Medical Council.
.
- FMGs who experienced interruptions in their penultimate year due to COVID or the conflict are allowed to wrap up their studies online.
- Such FMGs must complete two (2) years of clinical clerkship inside India.
- Indian medical institutions may collect a maximum clerkship fee of Rs. 5000/-PM from FMGs.
- Upon finishing their clerkships, FMGs can begin CRMI with stipends matching those given to IMGs at that specific college or institution, and then move on to the internship.
- FMGs currently undergoing internships can proceed to finish their three years before the State Medical Council grants them permanent registration.
- Ukrainian FMGs Pursuing Education in Alternative Nations:
- FMGs originally from Ukraine are allowed to pursue their education in nations other than India.
- This rule pertains to individuals who enrolled in the MBBS program before 18.11.2021 and subsequently came back from Ukraine.
- Transfers are authorized up until 07.03.2024 for students who were in their first, second, or third year at the time of their return.
2. Acceptance Of BS Programs:
- Students enrolled in BS programs at Foreign Medical Institutes when the FMGL Regulation 2021 (18.11.2021) came into effect will be governed by the previous regulations.
- They are required to complete an extra one-year internship in accordance with the CRMI Regulation 2021.
3. Internships Within Indian Institutions For FMGs:
- A total of 7.5% of internship positions will be distributed based on the percentages of MBBS seats across older and newer colleges.
- State Directors of Medical Education alongside State Medical Councils will determine the schedules for these internships.
4. Eligibility Certificate (Ec) For FMGs:
- Indian scholars who commenced pre-medical studies abroad during 2018-19 and 2019-20 without passing NEET-UG must request an Eligibility Certificate from the National Medical Commission of India pursuant to the IMC Act, 1956.
- This serves as a one-time waiver for students who departed India for the 2018-19 and 2019-20 academic sessions.
5. Duration Constraint For FMG Examinations:
- Every FMG must finish their internship within a 10-year span from the date of admission to foreign medical schools to be eligible for MBBS equivalence in India.
The Competent Authority has sanctioned these resolutions to resolve difficulties and simplify procedures for FMGs.
