Fresh regulations concerning internship placements in India for Foreign Medical Graduates (FMGs) were introduced by the National Medical Commission (NMC) on May 10th, 2023. These rules are designed to unify and streamline all prior directives published by the Commission, following thorough discussions and consultations with the Ministry of Health and Family Welfare.
As per the updated policies, FMGs must complete a supervised internship lasting a minimum of 1 year at medical colleges or facilities authorized to offer Compulsory Rotating Medical Internship (CRMI) to domestic medical graduates. State Medical Councils will handle the assignment of medical colleges to FMGs, and the training program must be finished within 2 years of passing the FMGE or NExT step 1, wherever applicable.
The NMC has additionally released a notification specifying that final-year FMGs who could not finish their studies on time because of the pandemic and the Russia-Ukraine conflict, but who nonetheless received their completion certificates from their respective universities by or before June 30, 2023, remain eligible to take the FMGE. Nevertheless, these specific graduates are required to complete a 2-year mandatory internship exclusively in hospitals attached to medical colleges.
Eligible FMGs can undertake their internships at any medical institution across any State or Union Territory, and State Medical Councils are prohibited from refusing seat allocations to them. Moreover, FMGs who have finished 1 year of their internship at any Indian medical college are permitted to finish the remaining duration at a different medical college, subject to seat availability.
The NMC has stipulated that medical colleges are barred from charging FMGs any internship fees, and these graduates must be paid a stipend matching that of Indian medical graduates within that State or Union Territory. Where budgetary allocations for FMGs are absent, the stipend will be disbursed in accordance with the ruling issued by the relevant State or Union Territory administration.
In addition, the NMC has chosen to modify the earlier mandate requiring a 2-year internship for FMGs, permitting them instead to finish their training in 1 year. To support this adjustment, the NMC has issued a one-time roster of non-teaching hospitals approved for CRMI. State Medical Councils will manage the placement of FMGs into these non-teaching hospitals.
These regulations are anticipated to offer substantial relief to FMGs who frequently encounter major hurdles securing internships in India as a result of seat shortages and procedural barriers. The NMC trusts that these rules will ensure the seamless and prompt completion of internships by FMGs, which will in turn help elevate healthcare standards nationwide.
