On December 11, 2023, the Under Graduate Medical Education Board of the National Medical Council published an official notification addressing common queries regarding Foreign Medical Graduates, following up on the public announcement made on December 7, 2023.

  1. Matters Concerning FMGs from Ukraine The primary question was whether students enrolled in Ukraine or Russia during the conflict could transfer to other nations. Under the updated NMC guidelines, students are indeed permitted to relocate internationally. The NMC also provides further details regarding the conditions of this transfer. Individuals who were physically located in Ukraine or Russia prior to the conflict and arrived back in India by March 31, 2022, qualify to transfer to any country other than India. This migration authorization terminates on 07.03.2024.
  2. Matters Concerning the Recognition of the BS Program Another point of confusion involved which rules govern students enrolled in BS programs when the FMGL regulations were issued. Per the recent NMC guidelines, the previous screening test regulations from 2002 govern students who were physically attending BS programs at the time the FMGL Regulation 2021 was enacted. Nonetheless, they must complete an internship in India in accordance with the CRMI regulation 2021.
  3. Matters Concerning Internships for FMGs in Indian Facilities Another subject raised by FMG graduates concerned the proportion of internship slots accessible to them across various Indian medical establishments. In its recent announcement, the National Medical Council allocated 7.5 percent of positions in established colleges and 100 percent in newly established medical schools. Additionally, students must finish their clinical clerkship and internship within the exact same medical facility. The responsibility for assigning these internships, however, will be determined collaboratively by the State Medical Councils and the State Directorate General of Medical Education.
  4. Matters Concerning the Time Restriction to Clear the FMGE Test Foreign Medical Graduates are required to finish their internship in India no later than 10 years after enrolling in their overseas medical institutions.
  5. Paperwork that FMGs must present to the NMC, State Medical Council, or the National Board of Examination in Medical Education Prior to applying for registration to practice contemporary medicine domestically, FMGs need to provide the following paperwork: a) Passport, visa papers, proof of residency, along with class, clinical, and practical instruction records b) Passing certificates for every academic year or semester c) Documentation proving a license to practice allopathy or modern medicine in the nation where they graduated.

Students should review the official notification issued by the National Medical Council for additional information.
