On August 23rd, 2023, the National Medical Commission (NMC) issued an advisory addressed to registered medical colleges, institutes, and hospitals, welcoming foreign nationals and overseas medical practitioners to undertake fellowship, clinical research, clinical training, and observership programs in India.

Pursuant to the NMC regulation titled Registration of Medical Practitioners and Licence to Practice Medicine Regulation 2023, the objective is to simplify the issuance of temporary registration for international medical practitioners who wish to upgrade their expertise through academic and training programs, such as fellowships, clinical research, clinical training, and observerships at Indian medical institutions. The Ethics and Medical Regulation Board (EMRB) of the National Medical Commission of India (NMC) has instructed all medical colleges, institutes, and hospitals to publish complete information about their fellowship offerings on their respective official websites.

Furthermore, the NMC has requested Indian medical institutions that provide fellowship opportunities to foreign medical practitioners to file temporary registration requests with the EMRB via the EMRB online portal. These submissions must contain the following specifics:

  1. The name and medical registration certificate of the foreign national, where applicable.
  2. Particulars concerning the curriculum, length of the program, training resources, instructional methods, and physical infrastructure, all of which must be accessible on the institution's website.
  3. The fee structure levied by the institution.

Every detail connected to the program from participating hospitals, medical institutes, or colleges needs to be posted on the institute portal. This must cover the course syllabus, duration, training amenities, teaching approaches, infrastructure, and faculty credentials, inclusive of active registration numbers.

The temporary registration granted to overseas medical practitioners will last for up to 12 months, after which a mandatory cooling-off period of 1 year applies, and this permit will be restricted strictly to the sponsoring medical college, institute, or hospital. Omission of the specified information will cause processing delays for the temporary registration of foreign medical practitioners.

For additional details, please consult the official NMC website.
